What is the Florida TLSAE course, and who is required to take it?

The 4-hour Traffic Law and Substance Abuse Education (TLSAE) course is required for qualifying first-time Florida driver license applicants who are age 18 or older. Applicants under 18 generally follow Florida’s newer driver education requirements instead, including an approved course meeting or exceeding the Driver Education/Traffic Safety-Classroom 1900300 curriculum.

If you are eligible, you may elect a Florida-approved 4-hour Basic Driver Improvement (BDI) course through the Clerk of Court handling your citation. When the election is properly made and all requirements are completed, adjudication is withheld and points for that qualifying citation are not assessed. Eligibility and deadlines vary, so verify your citation with the appropriate Clerk of Court.

Florida’s statutory driver education change took effect July 1, 2025. After a transition period during July 2025, qualifying first-time applicants under age 18 generally must complete an FLHSMV-approved driver education course meeting or exceeding the Florida Department of Education Driver Education/Traffic Safety-Classroom 1900300 curriculum before obtaining a learner’s license.
